Designed in the browser.
A static mockup cannot express a loading state, a keyboard focus order, or what happens on a slow connection. That is most of what decides whether a site is good. So we design where those things are real: in code, in a browser, on a phone.

Detail as the last 10%.
With the structure sound, the remaining effort goes into the "Flux": motion, glow and micro-interaction. It is applied last on purpose, and it always yields to the user's settings: nothing you can see is load-bearing.
